The Northeast Monsoon is affecting the country. According to PAGASA, the cool breeze is affecting Northern Luzon, and the Intertropical Convergence Zone (ITCZ) is affecting Southern Mindanao.

Forecast says the Northeast Monsoon will bring partly cloudy to cloudy skies with isolated light rains
over Cagayan Valley, Cordillera Administrative Region, and Ilocos Region.

This morning, the lowest temperature recorded for today is at 17C in Baguio City.

Meanwhile, Metro Manila and the rest of the country will have possible localized in the afternoon or evening.
