Various local governments in Metro Manila expressed their support for developing a single ticketing system.

According to the Single Ticketing System Technical Working Group, their goal is to have a harmonization or unified system of fining those who violate traffic laws throughout the National Capital Region. It also added that there should be interconnectivity in the LTO, with the method of catching traffic violators by different local governments.

“The view of all Metro Mayors is unanimous for the Single Ticketing System to be fully integrated under the new Metro Manila Traffic Code,” said MMDA Traffic Discipline and Enforcement Office head Victor Nuñez.

In 2012, under the former MMDA Chair Francis Tolentino, the MMC passed Resolution 2012-02, which adopted the use of single traffic violation ticket called the Unified Ordinance Violation Receipt (UOVR).

The UOVR could be used as a temporary driver's license. Should a motorist be flagged down in another city, he will no longer be issued another traffic violation ticket for driving without a license upon presentation of his UOVR.

According to the MMDA Council Secretariat, only the traffic bureaus of Mandaluyong, Marikina and Navotas have adopted the UOVR.
