PNP orders probe into killing of delivery rider in Tondo

Philippine National Police chief General Guillermo Eleazar on Sunday ordered an investigation into the death of a delivery rider in Tondo, Manila that involves a cop in the capital.

Eleazar issued the directive following the complaint filed by relatives of Jason Capistrano who was reportedly shot by Police Corporal Oliver Ferrer of the Manila Police District Station 1. He said he also received calls for justice on Facebook.

"I have already asked the director, MPD about this case and the initial investigation revealed that the policeman and victim are friends and it was a case of irresponsible gun ownership," the PNP chief said.

Eleazar said Ferrer has since been disarmed and detained. A homicide complaint has also been submitted before the prosecutor's office, and administrative charges will also be filed.

Based on initial reports, Ferrer went to Barangay 183, Zone 16 to visit the barangay chairman. While waiting outside the barangay hall, the cop allegedly toyed with his firearm in front of Capistrano. The gun went off and hit the latter.

Capistrano was rushed to the Chinese General Hospital but was declared dead on arrival.

The PNP said Eleazar, on Saturday, also ordered the regular conduct of gun safety and marksmanship for cops "to avoid cases like this." 

"Maging aral sana ito sa mga nagmamay-ari ng baril, lalo na sa mga kapulisan, na hindi laruan at kailanman ay hindi dapat ipagmayabang ang pagkakaroon ng baril. Bilang mga pulis, ang pagmamay-ari at pagdadala ng baril ay kasama na ipinagkaloob ng ating mga kababayan na gamitin ito para proteksyunan at hindi para perwisyuhin sila,"  he added.
